Maria Beatriz Bonna Nogueira
Maria Beatriz Bonna Nogueira is a PhD candidate at the Institute of International Relations, University of Brasilía, and currently serves as Advisor to Brazil's Presidential Cabinet. She holds an MSc in Forced Migration Studies from Oxford University and an MSc in Human Rights from the London School of Economics and Political Science (LSE). She formerly acted as Head of the International Affairs Unit of the Brazilian Ministry for Human Rights.
Maria Beatriz Bonna Nogueira will examine the evolution of LGBTQ rights as international human rights norms and Brazil’s role as a key proponent of these norms in the context of multilateral organizations. Within an international structure of normative opportunities, as well as strong political opposition for the promotion of LGBTQ rights, Brazil appears as an unlikely norm entrepreneur which has set the stage for the strengthening of advocacy, coalition-building and standard-setting. The interests, commitments and incentives of Brazilian decision-makers, as well as recent pressures from domestic institutions, will be presented as important determinants of Brazil’s pro-LGBTQ foreign policy. She was a Carr Center Fellow from 2015 to 2016.
